Workers and volunteers who performed rescue, recovery and clean-up at the World Trade Center and other impacted sites due to the terror attacks of 9/11 are eligible for benefits for medical care, economic loss or lost wages if they were injured or became ill as a result of that duty. Several systems are available to World Trade Center workers and responders, depending on their employer or role in rescue, recovery and clean-up operations. People who were not at work but whose health or economic well-being may have suffered are also eligible for help. See below for the different programs available.
World Trade Center Health Program
The World Trade Center Health Program (WTC HP) was established as a result of the James Zadroga 9/11 Health and Compensation Act. The program offers services at no cost to World Trade Center workers, responders and survivors to help with medical and mental health conditions related to certified WTC-related health conditions. This includes anyone receiving workers' compensation and anyone receiving line-of-duty benefits. It also includes many people who were present in the dust or dust cloud on 9/11 or who were otherwise in the New York City disaster area on or after 9/11.
WTC HP medical providers have specialized expertise in the monitoring, diagnosis and treatment of WTC-related physical and mental health conditions.
The program provides care at Clinical Centers of Excellence locations throughout the NY metropolitan area. A National Provider Network has been established to provide care to WTC responders and WTC survivors who live outside of the NY metropolitan area.
If you were affected by events at the World Trade Center, you are strongly encouraged to enroll in the World Trade Center Health Program.

September 11th Victim Compensation Fund
The September 11th Victim Compensation Fund (VCF) provides compensation to individuals who suffered physical harm or to the personal representative of a deceased individual who was killed as a result of terror attacks of September 11, 2001. This includes people who participated in the rescue, recovery, and clean-up that took place in the immediate aftermath of the September 11th events.
The September 11th Victim Compensation Fund is a federal program funded by the James Zadroga 9/11 Health and Compensation Act. The Victim Compensation Fund has both a registration deadline and a claim deadline.
Claims may be submitted to the September 11th Victim Compensation Fund until October 1, 2090.

World Trade Center Volunteer Fund
The World Trade Center Volunteer Fund (WTC VF) was established in 2002 to provide benefits to volunteers who incurred lost wages and/or health related problems due to their volunteer work in the WTC rescue, recovery and clean-up efforts.
With some exceptions, unpaid volunteers are ineligible for workers' compensation benefits. One such exception is that the New York State Workers' Compensation Law provides coverage for WTC volunteers.
The WTC Volunteer Fund is administered by the Workers' Compensation Board and is now funded by New York State.
Preserve Your Rights - WTC Registry
If you participated in the rescue, recovery and clean-up of the World Trade Center (WTC), your service needs to be registered with the New York State Workers' Compensation Board. This registration will preserve your right to future benefits, should you ever need them. New York State passed legislation extending the deadline to register your service until September 11, 2026.
Eligibility
You should file a Registration of Participation in World Trade Center Rescue, Recovery and/or Cleanup Operations: Sworn Statement Pursuant to WCL §162 (Form WTC-12) whether you were injured or not, and whether you were paid or volunteered between September 11, 2001, and September 12, 2002, at the following locations: Ground Zero; Fresh Kills Landfill; the barges; the piers; and the morgues.

Si participó en el rescate, recuperación y limpieza del World Trade Center (WTC), tiene que registrar su servicio ante la Junta de Compensación Obrera del Estado de Nueva York. Esta inscripción preservará su derecho a futuros beneficios, en caso de que alguna vez los necesite.
