Pursuant to Workers' Compensation Law Section 13-d(5), the Chair of the New York State Workers' Compensation Board has exercised her authority to revoke Dr. Noel E. Blackman’s authorization to treat injured workers within the New York State workers’ compensation system effective November 1, 2017. Dr. Blackman's last known business address is:

The revocation is based upon Consent Order (BPMC No. 17-309), issued by the New York State Department of Health, State Board for Professional Medical Conduct (BPMC), effective October 23, 2017, wherein Dr. Blackman shall not practice medicine in the State of New York, or practice in any setting under the authority of his New York license, based on his felony conviction of one count of Conspiracy to Distribute and Possess with Intent to Distribute Oxycodone, in violation of 21 U.S.C. §§846; 841(b)(1)(C); 841(a)(1).
Dr. Blackman is prohibited from rendering treatment and care to injured workers. Reports submitted by Dr. Blackman for services rendered prior to November 1, 2017 are valid, but are invalid for any services rendered on or after that date. Requests to cross-examine Dr. Blackman for services rendered prior to November 1, 2017 should not be denied due to the revocation of his authorization.
