Subject Numbers Regarding Health Provider Authorizations

Pursuant to Workers' Compensation Law Section 13-d(4), the Chair of the New York State Workers' Compensation Board has exercised his authority to temporarily suspend Dr. Yuqing Zhang’s authorization to treat injured workers within the New York State workers’ compensation system effective November 28, 2016. Dr. Zhang's last known business addresses are 86-09 51st Avenue, Elmhurst, New York 11373, and 136-36 39th Avenue, 7th Floor, Flushing, New York 11354.

The Chair’s designee’s investigation has revealed that the New York State Department of Health, State Board for Professional Medical Conduct (BPMC) has issued Order # 16-369, wherein Dr. Zhang could not successfully defend against at least one of the acts alleged, including that he deviated from minimally acceptable standards of care in the treatment of multiple patients, that he failed to properly evaluate and appropriately treat said patients, and/or that he failed to adequately document the evaluation and treatment of said patients. This resulted in a censure and reprimand, a ten thousand ($10,000.00) dollar fine, and a thirty-six (36) month probationary period, during which Dr. Zhang may practice medicine only when monitored by a licensed physician, board certified in an appropriate specialty (“Practice Monitor”), he must successfully complete a continuing education program to be specified by the Physician Monitoring Program of OPMC, and he shall not resume treating patients billed through No-Fault Insurance or Workers’ Compensation without ninety (90) day prior written notice to the Director of OPMC.

Therefore, the Chair believes that Dr. Zhang may be guilty of misconduct, and that such misconduct would detrimentally affect the quality of care provided to injured workers.

Dr. Zhang is prohibited from rendering treatment and care to injured workers while his authorization is temporarily suspended. Reports submitted by Dr. Zhang for services rendered prior to November 28, 2016 are valid, but are invalid for any services rendered on or after that date. Requests to cross-examine Dr. Zhang for services rendered prior to November 28, 2016, should not be denied due to the suspension of his authorization.
