Pursuant to Workers' Compensation Law Section 13-d(4), the Chair of the New York State Workers' Compensation Board has exercised her authority to temporarily suspend Dr. Zhanna Tsukerman’s authorization to treat injured workers within the New York State workers’ compensation system effective April 23, 2019. Dr. Tsukerman's last known business address is:

The Chair’s designee’s investigation has revealed that the New York State Department of Health, State Board for Professional Medical Conduct (BPMC) has issued Interim Order of Conditions # 19-088, wherein Dr. Tsukerman is restricted from practicing medicine in New York State until that Director of the New York State Department of Health Office of Professional Medical Conduct has determined and is satisfied that all infection prevention and control hazards have been adequately and appropriately mitigated and that patients can be tested and treated safely, and pursuant to which she shall be precluded from performing all forms of invasive procedures, including injections, infusions, blood glucose tests with portable glucometers, and phlebotomy.
Therefore, the Chair believes that Dr. Tsukerman may be guilty of misconduct, and that such misconduct would detrimentally affect the quality of care provided to injured workers.
Dr. Tsukerman is prohibited from rendering treatment and care to injured workers and from conducting reviews of records regarding variance requests pursuant to 12 NYCRR § 324.3(b)(2)(ii)(a) while her authorization is temporarily suspended. Reports submitted by Dr. Tsukerman for services rendered prior to April 23, 2019, are valid, but are invalid for any services rendered on or after that date. Requests to cross-examine Dr. Tsukerman for services rendered prior to April 23, 2019, should not be denied due to the suspension of her authorization.
