The NYS Civil Service Commission recently approved the New York Hiring for Emergency Limited Placement Statewide (NY HELPS) program. Through this temporary program, NYS is waiving open competitive examinations, enabling the Workers' Compensation Board and other State agencies to make appointments to positions filled on an open competitive basis without candidates having to take civil service tests and be reachable based on their scores.
At the Board, this means we can fill many of our key positions based on candidates' job qualifications and experience alone. These positions include, but are not limited to:
- senior attorney
- comp claims referee (Workers' Compensation Law judge)
- physician assistant
- registered nurse
- security officer
- business system analyst 1
- investigative officer 1
- senior accountant
- vocational rehabilitation counselor
While the program is being finalized this spring, agencies can operate under the guidelines now, recruiting and hiring for temporary appointments into NY HELPS titles without exams or lists. Once the program is finalized, those and subsequent appointments made under these guidelines will become permanent under the Civil Service Law as if the appointees had taken the respective civil service exam.
